Good new for e-residents : Estonian development Fund explained Vision2020 during EstBAN(*1) monthly pitching event at Estonia's first co-working space Coffice on 13th Jan 2016. There are following three points.
1. 1000 Startups
2. Startup visa (Law change in 2016, implementation in 2017) (*2)
3. Better ecosystem (Government fund invests into local accelerators for new fund) (*3)

(*2) PIC told me that they got green light from Prime minister. The details remains to be defined. Up to 1317 new permits are issued to non-EU citizen except Japan and USA in 2016.
- for the period of 01.01.2016-30.06.2016 the limit is 658 residence permits
- for the period of 01.07.2016-31.12.2016 the limit is 659 residence permits.
Current process for permit needs to be well-organized more. Police and boarder manages visa in Estonia. The office web site is here.
(*3) I attended the first meeting for accelarators beforehand. Details remain to be specified. Estonian company registered with e-residency card (without physical presence in Estonia) seems being qualifyed for applying for government funded program.
